نائب رئيس مجلس السيادة يلتقي بالرئيس الرواندي

استكمالاً لجولته الخارجية التقى نائب رئيس مجلس السيادة الإنتقالي الفريق مالك عقار اير، بفخامة الرئيس الرواندي بول كاغامي، و رافقه في هذا اللقاء وكيل وزارة الخارجية السفير حسين عوض علي و سفير السودان بجمهورية رواندا خالد موسى دفع الله، واللواء عزالدين عثمان طه واللواء راضي الله العباس.

أعرب نائب رئيس مجلس السيادة الإنتقالي الفريق مالك عقار اير، عن شكره وتقديره للرئيس الرواندي ، ولحسن الاستقبال وحسن استضافة السودانيين الذين قدموا إلى رواندا مؤخراً،ناقلاً له تحيات السيد رئيس مجلس السيادة الانتقالي سعادة الفريق أول عبد الفتاح البرهان. وقدم عقار شرحاً تفصيلياً حول الوضع الإنساني الذي تسببت به حرب أبريل المنصرم.

وقدم مالك عقار شرحاً حول تمرحل المليشيا منذ تأسيسها، وتركيبتها الحالية التي تحوي مقاتلين مرتزقة غير سودانيين، قادمين من دول الجوار، وتحدثت باستفاضة وتفصيل حول حجم الانتهاكات التي ارتكبتها قوات الدعم السريع بحق المواطنين مروراً بجرائمها ما قبل وما بعد ١٥ أبريل في الحرب الحالية من انتهاكات للقوانين السودانية والقانون الدولي الانساني والقانون الدولي لحقوق الإنسان، من القتل والعنف الجنسي بانواعه واستخدام الاغتصاب كسلاح والعبودية الجنسية والتطهير العرقي والابادة الجماعية وتدمير البنية التحتية واحتلال منازل المواطنين والتهجير القسري للمواطنين واطلاق سراح المدانين من السجون، واخر الاضافات الى القائمة من تدمير كامل للمدخلات الزراعية لمشروع الجزيرة والمرافق والمعدات الزراعية الخاصة بالمشروع.

تناول اللقاء مع الرئيس كاغامي موقف السودان من المبادرات الإقليمية والدولية وأوضحت له مسببات تجميد السودان لعضويته في منظمة الايقاد لعدم احترام سيادة السودان كما بين خطاب رئيس مجلس السيادة الفريق اول عبدالفتاح البرهان للرئيس الجيبوتي اسماعيل عمر قيلي رئيس الدورة الحالية للايقاد، بالإضافة لمسببات عدم تعاطي السودان مع آليات الاتحاد الأفريقي لحل الازمة بسبب تجميد الإتحاد لعضوية السودان.

وأشار الي عدم ممانعة حكومة السودان للانخراط في أي عملية سياسية شريطة أن المحافظة على سيادة السودان وأمنه القومي وأن تكون العملية السياسية شاملة وبلا اقصاء لمكونات الشعب السوداني،و قدمت للرئيس كاغامي شرحاً حول خارطة طريق حكومة السودان لانهاء الحرب وقمت بتسليمه نسخة من الخارطة.

وتناول اللقاء بالرئيس الرواندي قضايا الجالية السودانية برواندا والتي تشتمل على تسجيل الأطباء السودانين في المجلس الطبي الرواندي، وتدريب نواب الأخصائيين لإكمال دراستهم في المؤسسات والمستشفيات الرواندية، إلى جانب تسهيل ودعم طلاب كلية الطب في التدريب في جامعة رواندا وتسهيل دخول السودانيين بمعاملة تفضيلية نسبة للظروف التي يمر بها الشعب السوداني، كما طالبت أيضاً برعاية الوجود السوداني وتسهيل عمل المستثمرين السودانين ومن جانبه أكد فخامة الرئيس أنه سيقف إلى جانب السودانيين وحكومة السودان في هذه الظروف التي تحيط بالدولة السودانية، ووعد الرئيس كاغامي كذلك بدعمه السياسي للسودان في المحافل الإقليمية والدولية ووصف قضية السودان بأنها قضية عادلة تستحق من كل قادة القارة أن يقفوا إلى جانب السودان في محنته الحالية، و في ختام لقائنا وجه فخامة الرئيس الرواندي، طاقم وفده بأن يعملو علي حل جميع قضايا الجالية السودانية التي طرحتها عليه.

‏‎حفظ الله السودان وشعب السودان.

In continuation of my foreign tour, I met this afternoon with His Excellency the President of the Republic of Rwanda Mr. Paul Kagame, i was accompanied in this meeting by the Undersecretary of the Ministry of Foreign Affairs Ambassador Hussein Awad Ali, the Sudanese Ambassador to the Republic of Rwanda Mr. Khaled Moussa Dafaaallah, Major General Ezzeddine Osman Taha and Major General Radiallah Al-Abbas.

I expressed to the Rwandan President my thanks and appreciation for the good reception and the good hosting of the Sudanese who came to Rwanda recently, and i conveyed to him the greetings of the president of the Sudanese Transitional Sovereignty Council, His Excellency General Abdul Fattah Al-Burhan. Where I provided a detailed explanation of the humanitarian situation caused by the Rebellion of the Rapid Support Forces against the Sudanese state last April’s.

I gave an explanation about the development of the militia since its establishment, and its current composition, which contains non-Sudanese mercenary fighters, coming from neighboring countries, and i spoke at length about the magnitude of the violations committed by the Rapid Support Forces militia against sudanese citizens, passing through their crimes before and after April 15th in the current war, and their violations of Sudanese laws, international humanitarian law and international human rights law, such as murder, sexual violence of all kinds, the use of rape as a weapon of war, sexual slavery, ethnic cleansing, destruction of infrastructure, occupation of citizens’ homes, forced displacement of citizens, release of convicts from prisons, and the latest additions to the list; the complete destruction of the agricultural inputs of Al-Gazira scheme and the agricultural facilities and equipment of the Scheme.

In my conversation with President Kagame, I also addressed Sudan’s position on regional and international initiatives and explained the reasons for Sudan’s freezing of its membership in IGAD for the lack of respect for the sovereignty of Sudan, as explained in the message of the President of the Sovereignty Council, General Abdel Fattah Al-Burhan, to President Ismaïl Omar Guellé, President of the current session of IGAD, in addition to the reasons for Sudan’s non-engagement with the African Union mechanisms to resolve the crisis because of the Union’s freezing of Sudan’s membership.

I also expressed the seriousness of the Government of Sudan to engage in any political process provided that it preserves Sudan’s sovereignty and national security and that the political process is inclusive and doesn’t exclude any of the components of the Sudanese people, and i also gave President Kagame an explanation of the roadmap of the Government of Sudan to end the war and i handed him a copy of the roadmap.

In the conclusion of my meeting with the Rwandan President i discussed the issues of the Sudanese community in Rwanda, which includes the registration of Sudanese doctors in the Rwandan Medical Council, the training of deputy specialists to complete their studies in Rwandan institutions and hospitals, as well as facilitating and supporting medical students in training at the University of Rwanda and facilitating the entry of Sudanese with preferential treatment in relation to the conditions experienced by the Sudanese people currently. I also called for his sponsorship of the Sudanese presence and facilitating the work of Sudanese investors. For his part, His Excellency the President confirmed that he will stand by the Sudanese and the Government of Sudan in these circumstances surrounding the Sudanese state, President Kagame also promised his political support to Sudan in regional and international forums and described the issue of Sudan as a just cause worthy of support from all the leaders of the continent, and at the end of our meeting, His Excellency the Rwandan President, Directed his meeting delegation to work to resolve all the issues of the Sudanese community that I have raised to him.
